Home Information Packs
All properties marketed for sale from 14 December 2007 in England and Wales will need a Home Information Pack (HIP), which includes a home energy rating. This is a major change to the way we buy and sell properties in the UK. The Pack includes an Energy Performance Certificate (EPC), containing advice on how to cut carbon emissions and fuel bills. Also included are documents such as a sale statement, searches and evidence of title. The purpose of this key piece of legislation is to improve the buying and selling process by giving buyers more information from the start, so they can make an informed decision early on and will, therefore, help prevent high volumes of properties falling through.
A Home Information Pack must contain:
- Index
- Terms of sale.
- Evidence of title.
- For new properties, copies of warranties and guarantees.
- A standard search (i.e. local authority inquiries, as well as a drainage and water search.
- An Energy Performance Certificate.

Should your property be leasehold, you must also provide:
- A copy of the lease
- Most recent service charge account and receipts.
- Building insurance policy details and payment receipts.
- A copy of any regulations made by the landlord or management company.
- Where appropriate, a new home warranty will be required.

(The following may be included in the HIP but are optional):
- Reply to standard preliminary inquiries made on behalf of the potential buyers.
- A copy of any planning, listed building and building regulation consents and approvals.
- Any guarantees for work carried out on the property.
- Other searches

What is an Energy Performance Certificate (EPC) and who will provide it?
- An Energy Performance Certificate (EPD) will inform buyers and sellers about a home’s energy efficiency: using A to G ratings.
- The EPC will also advise on cost-effective energy saving improvements.
- The EPC will be carried out by Domestic Energy Assessors who are fully qualified and accredited.
